ITAR & EAR Export Compliance

Export compliance programs, built to be sustainable.

SW Consulting builds export compliance programs that hold up after we've handed them off — practical ITAR and EAR programs, grounded in real risk assessment and classification, that your team can actually run. Led by a longtime Empowered Official who has built and defended these programs firsthand.

What we offer

One compliance program that answers to both DDTC and BIS.

§01

Gap & Risk Assessment

Assess your program against DDTC and BIS expectations, and classify your products and technical data under both the USML and the CCL.

§02

Written Compliance Program

A single export compliance manual built to satisfy DDTC's ICP elements and BIS's EMCP elements — one program, not two binders.

§03

Technology & Access Controls

A Technology Control Plan covering personnel screening, physical security, technical-data access, and deemed-export and foreign-person controls.

§04

Registration & Authorizations

DDTC registration (DS-2032) prepared for signature, plus jurisdiction, classification, and licensing procedures across ITAR and EAR.

§05

Training & Awareness

Empowered Official, manager, and train-the-trainer sessions covering both ITAR and EAR obligations, so the program sticks after handoff.

§06

Recordkeeping, Audits & Monitoring

Restricted-party screening, recordkeeping, self-assessments, and corrective-action tracking that keep you audit-ready under both regimes.

How we stand up your program

From gap analysis to an audit-ready program.

Phase
1

Assess & Classify

Gap and risk assessment against DDTC and BIS expectations, plus USML and CCL classification of your items and technical data.

Phase
2

Build

Draft one compliance manual (ICP / EMCP) and a Technology Control Plan, with the access and screening controls your facility needs.

Phase
3

Train

Stand up Empowered Official, manager, and train-the-trainer sessions across ITAR and EAR, so the program holds after handoff.

Phase
4

Register & Monitor

Prepare DDTC registration and the export authorizations your items require, then set up recordkeeping, audits, and monitoring to stay audit-ready.

Ongoing support

Support that continues after registration.

Export & License Applications

Prepare and structure license applications for your Empowered Official to review, sign, and file.

Audit & Self-Assessment

Recurring DDTC self-audits and pre-audit readiness reviews, built on your monitoring checklist.

Product & Technology Classification

Ongoing commodity jurisdiction and USML/CCL classification as new products and technology arise.

About

Led by a longtime Empowered Official.

SW Consulting is led by Shawn Walker, a trade compliance and export controls leader with over a decade serving as a designated Empowered Official across aerospace, defense, maritime, satellite, and manufacturing environments. He has built and run global trade compliance programs, standardized controls across multi-site operations, and directed audits, investigations, and voluntary disclosures spanning DDTC, BIS, CBP, and Census requirements.

His work covers the full lifecycle of an ITAR and EAR program — risk assessment and classification, policy development, Technology Control Plan design, training, and DDTC registration and licensing — backed by more than two decades working in and around the federal contracting and regulatory community, and hands-on cross-border coordination with overseas manufacturing operations.

Most companies come to us knowing they have an export-control obligation but not the path to meet it. We'll help you see exactly what your program needs, and the right order to get there. The first consultation is a conversation, not a commitment.
